Coal Ministry to Launch RECLAIM Framework for Sustainable Mine Closure in India

The Ministry of Coal is set to launch the RECLAIM Framework, a pioneering initiative aimed at ensuring sustainable and responsible mine closure practices across India’s coal-bearing regions. This marks a significant step forward in aligning the country’s mining sector with ecological, social, and economic sustainability goals.

The RECLAIM initiative is designed to address the long-standing need for structured post-mining land rehabilitation and community transition mechanisms, especially as India begins phasing out older coal mines and diversifying its energy mix.


What is the RECLAIM Framework?

RECLAIM stands for Rehabilitation, Ecological Restoration, Community Livelihood, and Mine Closure Action Plan. It is a strategic policy and operational toolkit developed by the Ministry of Coal to standardise and guide sustainable mine closures with a focus on long-term environmental health, economic rehabilitation, and community well-being.

Key components of the RECLAIM Framework include:

  • Ecological restoration of mined-out lands through scientific afforestation and biodiversity programs

  • Infrastructure repurposing for post-mining economic use, such as converting mine sites into tourism hubs, agricultural zones, or renewable energy parks

The RECLAIM initiative supports national missions such as:

  • Viksit Bharat 2047, aimed at building an inclusive, developed India

  • National Mineral Policy, which advocates sustainable mining practices

  • India’s NDCs under the Paris Agreement, contributing to land restoration and emissions reduction
