Boonray signs cooperation agreement with major mining project contractor China Railway 21st Bureau

On March 27, Boonray Technology, one of China’s leading providers of electric and autonomous mining trucks and associated technology, and mine construction and contract mining major China Railway 21st Bureau Group Co Ltd, signed a strategic cooperation agreement which Boonray said represents a new level of long term strategic synergy across both businesses. The two companies have already been cooperating since 2024 at a mining project in Inner Mongolia.

China Railway 21st Bureau Group is a central enterprise under the jurisdiction of the State-owned Assets Supervision and Administration Commission of the State Council and is affiliated to China Railway Construction Company (CRCC), a Fortune 500 company. The company has a number of special and first-class qualifications for general contracting of railways, highways, municipalities, construction and mines covering engineering contracting, survey and design, real estate development, material trade, equipment manufacturing and other fields, with an annual construction capacity of more than 50 billion yuan (US$7.26 billion). In the field of mining engineering construction, the company has experience from many large-scale projects.

According to public information, the 21st Bureau of China Railway has participated in the construction of key projects in Gansu Jiugang, Xinjiang Zhundong, Inner Mongolia Ordos and other regions, and has accumulated rich experience in mining engineering, building of railway special lines, coal consolidation and other fields. In recent years, it has furthered mine intelligence projects in its works, deploying unmanned electric mining trucks in the Shengli East No 2 mining area in Inner Mongolia – part of CHN Energy owned Shengli Energy.

Boonray is among the world’s leading provider of electric autonomous mining trucks. The company is a national specialised and new small giant enterprise and a national high-tech enterprise, and says it has always adhered to the full-stack self-developed technology route of ‘electrification + unmanned.’ It adds that it is committed to providing overall solutions for zero-carbon unmanned mines for the global mining industry.

In the electric mining truck segment, Boonray claims to be the leading player in the domestic market with a shipment market share of 55.3% and a revenue market share of 32.6%. In 2024, it also claims that it became the world’s largest provider of electric autonomous driving mining trucks in terms of shipments and revenue. The company has successively received strategic investment from industrial capital and well-known institutions such as State Power Investment, BYD, Tonly Heavy Industries and Bank of China International, and has raised more than 1 billion yuan in the primary market in 2025, it says helping to accelerate global mine intelligence. At present, Boonray fleets have been applied in more than 30 mining projects across the country, covering coal, metals, building materials such as limestone for cement and other industrial minerals. Its Boonray Electric Bull series of pure electric autonomous driving mining trucks includes models such as the 105 t payload Electric Bull 105 and 145 t payload Electric Bull 145. It says these are equipped with a full-stack self-developed iDrive autonomous driving system, vehicle controller, intelligent electric drive system and intelligent battery swap station and other core technologies – thereby helping to realise the unmanned operation of the whole process of transportation in mining areas. The company’s cumulative operating mileage exceeds 60 million kilometres, and one of its autonomous and electric mining fleets has been in stable operation for nearly four years with zero safety accidents.

The two sides will focus on the green, intelligent and unmanned development of mines, integrating the advantages of China Railway 21st Bureau in terms of resources and scale in general contracting and mine engineering across both domestic and overseas project development with build with Boonray’s expertise in the field of L4 autonomous driving, electric mining trucks, unmanned battery swapping, intelligent scheduling and other full-stack technology fields. They say together they will make mines safer, more efficient and greener.
