Occasionally, there is dissension among climate activists and the experts who study them about whether individual behaviors help or hurt collective climate action. In other words, if I walk the climate talk, am I more likely to persuade others — including corporations and governments — to do the same?
A study released in July 2026 looks at these questions. The researchers wondered if individual pro-environmental behaviors is a pathway to broader climate engagement, even as so many critics argue that individual behaviors may divert attention from more impactful systemic solutions.
The researchers examined “whether everyday climate actions predict collective action and policy support, and whether climate change risk perception, efficacy beliefs, and personal norms moderate these associations.”
Can I Really Make a Difference?
Let’s start with defining everyday individual behaviors and how they contribute to climate change. Think of the decisions you make on a daily basis, whether they’re conscious or habitual: diet, transportation, energy use, recycling, and consumption. Each is an example of widely recognized contributors to carbon emissions. As these emissions blanket the Earth, they trap the sun’s heat. Because of this, the planet is warming up, and the climate is changing.
But how do individual climate actions relate over time to policy support? What happens when prior “crowding-out” effects are mixed — does collective action suffer?
The study results provide little evidence that individual actions come at a cost to broader climate engagement.
- Individual behaviors were consistently associated with greater collective climate engagement.
- Individual actions more strongly predicted collective climate engagement among others who demonstrate higher in risk perception and efficacy.
- Feelings of moral obligation and responsibility seem to shape how people act to influence climate policy.
- Stronger policy support among leaders was influenced within the same year by individual action.
In essence, criticisms about crowding-out effects were not supported in the research study, which used longitudinal data from a Climate Action Survey conducted annually from 2021 to 2024. A total of 2,778 participants who took part in more than one wave were included in the analysis.
In fact, the resulting data show that increases in individual actions actually broaden forms of climate engagement. Individuals who acted more consistently showed the highest collective involvement and strongest policy support, despite small overall declines observed across the sample over time.
Individual behaviors such as choosing sustainable transport options or adopting climate-friendly diets are often assumed to play an important role in mitigating climate change. The findings also showed that the association between individual actions and broader climate engagement depends on people’s beliefs and perceptions. Individual actions may foster policy support mainly among less motivated or concerned individuals. For those already firmly committed or concerned, additional individual actions do not predict further increase in support.
This study has important theoretical and practical implications. If anything, individuals who engaged more in personal behaviors also tended to report stronger collective engagement and policy support, which is more consistent with a complementary view of personal and systemic action. Indeed, recent evidence suggests that such a double-prong approach to addressing climate change is widely endorsed among US citizens and local government policymakers alike.
Yes, downsides may still arise from how climate action is framed. In particular, strong and exclusive emphasis on individual solutions can shift responsibility away from governments and industries and towards individuals, especially when the effectiveness of personal actions is overstated. Such framing may reduce the perceived necessity or effectiveness of systemic change or shift support toward individual actions rather than collective and policy solutions, though not necessarily through the crowding-out mechanism.
In practice, however, individual and systemic actions are often closely interconnected and can reinforce each other.
For example, greater adoption of electric vehicles increases demand for charging infrastructure and cleaner energy systems, while investments in public transport or energy infrastructure can make it easier for individuals to adopt more sustainable behaviors. Individual behaviors may have smaller direct impacts but can help build momentum and support for larger structural changes by signalling to markets and policymakers what people value, or by helping to create social tipping points that accelerate systemic transformation. On the other hand, systemic solutions tend to have a greater impact but are more difficult to implement and often require public support.
The findings raise an important question: what are the potential benefits and costs of the individual climate actions that people perform in their daily lives?
Addressing climate change requires coordinated responses at multiple levels, where individual and systemic actions complement rather than replace each other. Political analyst Chris Armitage offers us a trajectory from climate action to real systemic change.

These tactics ultimately lead to security forces and elites recognizing the power dynamic shifting and joining the side that seems most likely to win. That should be us.”
