India Launches Mission GREEN, RECLAIM Framework, and SWCS Exploration Module: A Bold Step Toward Sustainable Mining and Ecological Restoration

In a significant move toward transforming India’s coal mining sector into a model of sustainability and digital innovation, the Hon’ble Minister of Coal & Mines, Shri G. Kishan Reddy, launched three flagship initiatives — Mission GREEN booklet, the RECLAIM Framework, and the Exploration Module of SWCS (Single Window Clearance System) — at a prestigious event held in Hyderabad.

This tri-fold initiative demonstrates the Ministry’s commitment to ecological restoration, responsible mining, and transparent governance in line with India’s broader development vision.

Mission GREEN: Greening India’s Coal Landscape

The newly unveiled Mission GREEN (Greening Rehabilitation of Environment through Afforestation and Nurturing) booklet outlines a holistic plan to make coal mining environmentally sustainable and ecologically sensitive.

Key focus areas under Mission GREEN include:

  • Afforestation on reclaimed mined-out land

  • Development of green belts around mining regions

  • Carbon sink creation through mass plantation drives

  • Promotion of biodiversity conservation initiatives

This initiative ensures that once mining operations are complete, the land is rehabilitated and returned to nature, transforming degraded mining areas into thriving green spaces.

RECLAIM Framework: Responsible and Inclusive Mining

The RECLAIM (Rehabilitation, Ecological Conservation, Livelihood, and Inclusive Action in Mining) Framework sets forth a structured roadmap to:

  • Ensure sustainable closure of coal mines

  • Promote livelihood generation through skill development and alternative employment

  • Boost mine tourism as a community engagement and economic development tool

  • Facilitate public-private-community collaboration for long-term mine area development

This framework reinforces the government’s dedication to mining with a conscience, where people and planet are equally prioritized alongside profits.

SWCS Exploration Module: Digital Leap in Governance

Alongside environmental and social reforms, the Ministry is also embracing digital transformation in governance. The launch of the Exploration Module of the Single Window Clearance System (SWCS) is a pivotal step in:

  • Simplifying the exploration proposal submission and approval process

  • Improving transparency and efficiency in coal block allotments

  • Providing real-time tracking and status updates to stakeholders

  • Supporting faster decision-making and ease of doing business

This digital tool strengthens the ‘Minimum Government, Maximum Governance’ vision by bringing coal sector administration into the digital era.

A Multi-Dimensional Approach to Sustainability

Speaking at the event, Shri G. Kishan Reddy emphasized the Ministry’s multi-dimensional approach toward sustainable mining:

“These initiatives — Mission GREEN, RECLAIM, and SWCS — reflect our belief that economic development can and must go hand in hand with environmental responsibility and community empowerment.”

He also highlighted the Ministry’s plans to integrate:

  • Renewable energy projects such as solar parks on mined-out lands

  • Eco-parks and mine tourism projects to preserve mining heritage and attract visitors

  • Skill-building programs for displaced workers and local communities

  • CSR activities to ensure health, education, and development in coal belt regions

Senior Leadership and Stakeholder Support

The launch event was attended by senior officials from the Ministry of Coal and Mines, coal sector PSUs, state government representatives, and members of civil society. The initiatives were widely welcomed as game-changing steps toward making Indian mining practices future-ready and socially responsible.

A Vision for Sustainable Mining in India

The launch of Mission GREEN, RECLAIM Framework, and the SWCS Exploration Module marks a paradigm shift in India’s approach to coal mining — one that goes beyond extraction to encompass regeneration, community well-being, and environmental stewardship.

As India marches toward Viksit Bharat 2047, these initiatives lay the foundation for a greener, cleaner, and more inclusive mining ecosystem, proving that with the right vision and policy, even extractive industries can become engines of sustainable development.
